Isobel starting quest early?

Isobel has told a couple of my characters, at around 3600 rapport, that she has another letter from the Knight Commander. I think that is intended to be the start of the Princess Detective quest, which should not start so soon. There is no further dialog, which implies that the conditions to continue are not met. Bug?

At least that is the same problem. I thought from the title that there was another bug once the quest was started.

I don’t recall any issue doing it on PTS, so maybe it relates to doing regular activities that I skipped over there.
