High Isle Shrines...or Lack of

So there's a temple in Gonfalon, and there are indeed shrines inside the temple, but not a single one lets you reset your skills or attributes. Why have a temple if there's little to no reason to go inside?

With each expansion there seems to be ever increasing items that are purely decorative but have no function. Notice all the urns in the delves but rarely can we open them. It seems like a bit of a cheap shot and quite disappointing.

That sounds like a bug or oversight, not a design decision.

There's nowhere indicated on the map for attribute/skill resets, either. I had a look yesterday and ended up going to Vivec to do it instead.

It looks like they planned it to work like most hub capital rededication shrines. There are eight shrines at the back of the temple, but four duplicated shrines at the sides:

• Mara - Marriage
• Stendarr - Skills
• Arkay - Vampirism/Lycanthropy cure from Prelate Sabinus (but he isn't there either)
• Kynareth - Attributes? Kynareth hasn't had a shrine like this before, but Kyne has in Mournhold and Solitude. Maybe the designer wanted a change from Akatosh, as in Wayrest and Leyawiin; it is the Temple of the Winds after all.

And instead of going to another temple of the Divines, you went to a Tribunal temple on the other side of Tamriel? smh
