You also have, probably, noticed the card game is often misspelled as "TAILS of Tribute" instead of TALES.
This is an excellent occasion to grant "Look at my tail, my tail is amazing" emote as a reward for 10 card wins during Jester's Festival event.
That would not surprise Khajiiti and Argonians, but 2 minutes temporary tail might be quite an entertainment for men and mer.
It also could be a tail made of tiny cards
