There is already some "continuity" in-game as proficient NPCs are playing novice ones, but refuse to play you (as a novice) until you rank up.

I'd understand if it were easier to rank up quickly, but I figure I have played (and won most of) 35+ PvP and NPC matches, understand the game, and think the novice NPCs are too easy but cannot yet play the proficient ones...

Don't you unlock the higher tier NPCs by doing the Tribute story quests? You unlock the second quest at rank 3

No. You unlock them by hitting certain rank thresholds - 4 for proficient ones. At some point, Expert will unlock as well.

If it makes you feel any better, I don't think they higher tier npc's are any better at the game, they just seem to have a larger pool of decks to choose from. They do award more xp and would allow for faster leveling, which ZOS is probably not too keen on at the moment. They chose a very specific rate of xp gain and xp awarded per match that suits their desired speed of leveling.

What you can do to speed it up is notice the patterns in the npc play style and use that knowledge. Patron wins are extremely fast, often on turn 4 or 5 as npc's use the treasury above nearly all actions, even if it will cost them the game, only using other patrons at certain gold thresholds (crow) or when they run low on coin cards to swap into writ of coin.

this is my experience, generally speaking most of my games against NPCs have been an avg of about 8-12 minutes, usually towards the 7-8 min range if i wanted a quick patron win

I think you should also be able to play the higher ranked one. Maybe not get more ranking points (maybe 10% more) but should get better reward bags.
If you want to see what all the craftable lights look like in ESO, use this command on PC NA.

The NPCs are truly and utterly really easy... I won a match by literally just spamming the Raj Patron's ability (spending 3 gold on every turn just to do that and using any leftover gold to get cards if I could). The poor NPC only gotten like 1 to 2 normal cards a turn by the end of it.
