What level do you need to be to unlock the final quest in the story?

✭✭✭✭✭i believe there are 8 ranks in total (8 being the "master" rank which is the max)
im still a bit under rank 3 right now so i cant say for sureplays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them
