Where is Sees-All-Colours?

I’m a newbie trying to complete the quest Anchors from the Harbour, which requires you to find Sees-All-Colours but I have become lost somewhere in the mechanics of this quest. The quest seems to require you to take the boat from Vivec City harbour to Mournhold. At that point things started to confuse me, as I then arrived in Deshaan and eventually the navigation bar directed me to follow a path to talk to the Star-Gazer Herald at his cart . Using the cart took me to Belkarth to find Sees-All-Colours, but the navigation bar then redirected me back the same way to find this NPC.

I seem to be off-route here, bouncing back between the Star-Gazer Herald’s cart and Belkarth, with Sees-All-Colours nowhere to be seen. Does anyone know where I am getting this wrong and how I should go about finding Sees-All-Colours from Vivec City?

Sees all Colors should be at the Fighter's Guild hall in the capitol city of your respective alliance

If you are Ebonhart Pact, that would be Mournhold. The Fighter's Guild hall is right next to the mount trainer

After you do the first quest for Sees-all-colors, Bera, a fighter's guild npc, will find you, and "Comrade, the Guild has need of you" will haunt your dreams. She'll tell you which guildhall Colors is in, waiting for you.

Oh my, you are correct. My bad. I thought it was Mournhold. Maybe that is later in the quest line?

Yes; slightly later. Once you do the first quest, Bera will be happy to let you know where to find Colors.

Many thanks for all the feedback, which is great to see! My faction is Aldmeri Dominion, so will finding Sees-All-Colours be a different process for that?

Not really. If you're AD, you'll start in Vulkhel Guard. Do the first quest, and the next time you pass a fighter's guild, Bera will attempt to intercept you with "Comrade, the guild has need of you", and tell you to go see Colors, and which guildhouse she's at.
