You need to do the daily quest which Bolgrul offers (in Wayrest Undaunted area he is by the chests in the tent at the back). If you've done it already you can only do one per day. Try it tomorrow with your companion active and the skill line should unlock for you.

Now if you group up you can do multiple Bolgrul dailies a day by doing more quests.

Bolgrul does delve dailies, not instance dailies.

Ah Bogroll my old friend, back to level up some more, missed your quests

since companions are acct wide (except for the gosh danged unlock part), you can rotate multiple toons per day, or get shares on 1 toon to increase the skill line multiple levels in a day

max level for those skill lines is 10, so it is possible to max level the skill line in 1 day with 10 toons
