High Isle Main Quest: Finding Emerich before you find him

I'm on my way to find the high king when I get this bug that says I already found him and to talk to the queen. The queen, of course does not spawn. I have quit the quest, logged off and on, quit the came and came back, and even run a repair. I did a video but it would not be dropped into this post

Before this issue became apparent, one of my toons was able to complete High Isle story
Went for the uninstall, reinstall.
