What does the Golden Vendor offer this week?
The Adhazabi Aba-daro is a special ESO vendor that only appears on the weekend to offer a random selection of gold jewelry (2 from dungeons and two from zone items sets), two monster set helms or shoulders (pledge dungeons).

Their location will depend on your faction: Aldmeri Dominion (Western Elsweyr Gate), Daggerfall Covenant (Northern High Rock Gate), Ebonheart Pact (Southern Morrowind Gate)

Consoles do not have loot from the new content because the content hasn't dropped for them yet. You probably won't get loot from the new chapter either, but there is a chance, however unlikely, that it could happen.

None of the items listed above under PC, to my knowledge, are new.

My understanding is that there's some form of algorithm that determines which sets are on the golden each week, as opposed to a set cycle like the luxury furnisher or an employee who decides what goes there. Since the new chapter sets are now a part of that algorithm for PC, they ran the old algorithm for console, which came up with different sets.

They probably could've just manually set the console vendor to match PC if they wanted to, but they always do it this way.

It would make sense if the PC version Golden Vendor had some gear that was not available for console yet, but I can’t see where that would be the case. I believe it takes some time for new gear to make it onto the list.
