ToT: Didn't send me to game board

Just putting this out here
I was playing a number of ToT games one after another.
I clicked again to queue to find another player. I saw the ready check, and clicked yes. I watched both NPCs and players around me despawn, but I wasn't sent to the game board to play.
I was left to wander aorund an empty city.
I could not interact with anything, doors were inaccessible, and all characters had gone.
Porting to and from another zone fixed this but I was left with a 10m leaver penalty

I was sent to an empty board but when I tried to quit this was counted as defeat( + 10 min penalty
