Quickslot won't go on cooldown

I've tried disabling addons and the problem isn't solved. Potion quickslot shows available even when potion is on cooldown. It does not make the potion unavailable sound when trying to use a potion while on cooldown. The potion used sound does play when a potion is actually used, and the potion counter counts down when a potion is used, but it's very hard to tell when I can actually take a potion.
