Low FPS, loading screens in town, high CPU utilization + overheating

Hello!
I have a problems.
My PC specs are: AMD A8-7680 Radeon R7, 16GB RAM, nVidia GeForce GTX 1660 SUPER, Win7, game installed in Steam folder on SSD Samsung 860 Pro 2TB.
All drivers and patches are most recent, nVidia Control Panel settings are according to recommendations.
All game video settings are at lowest, except Textures I refuse to lower because it would look like I'm playing some 640x480 game from late 90s.
The problem is that FPS are very low even on these settings, and by low I mean below 20 in towns, and somewhere around 40 in dungeon/delve.
It is uncommon that I get a loading screen in towns.
I noticed the game uses CPU extensively for some reason, and after recent patch my PC crashed and refused to start up, I got a BIOS message that CPU is oveheated.
Is there something I can do on my side to improve FPS and reduce CPU overheating?

    I had similar issues and so have others. My problems went away after I set ESO configuration file to use only 2 cores instead of all cores. I don't remember exact steps now, though. But Google or forum search should find it. I can't say for sure that will work but worth a shot.

    Since update 33 some people are getting cpu utilization spikes that causes stuttering and overheating. If you are affected you have no choice but to A) uninstall and play something else, or B) limit how many cores your cpu is using.

    So many topics about it in the past 3 months and not ONE SINGLE acknowledgement from any developers.

    I've re-installed my operating system, updated everything and I am still experiencing drops from 45 FPS to 5 FPS after about 15-20 minutes of gameplay. Restarting the game doesn't fix the FPS, as the game still has 5 FPS when loading the logos for Zenimax, Havok, etc, after restarting the game.
