[PS4] NA and EU - Gifted Rider bug

I Have 21 characters between the two servers, CP 2021 on NA and CP 1620 on EU, I have 100 points into Gifted Rider on both servers, and I've maxed out riding speed and stamina on all the characters. But for some reason, three of my characters can't take advantage of the Gifted Rider speed buff. It was four, but I fixed one when I removed all the champion points, reallocated them, and changed mounts.

That hasn't worked for the other three.

Also, a few of my guild members are having the same issue: maxed out mounts that won't fully sprint. One of the players even tried adding Rapids to get up to speed, with no success.

Any ides? Workarounds?

I have a similar issue on my main where major gallup isn’t applied despite the skill from the alliance war being active. I wonder what the cause is as it tends to activate when I equip another spec in the armory and then re-equip my previous spec
