Dizzying Swing range

is it bow ability? 65 ping, my melee abilities can doesnt go off in 5m but dizzying can swing u at 30m range, literally die from dizzying and after this guy 5 seconds run to my corpse to teabag me... HOW THIS IS EVEN POSSIBLE?
