I don't really understand how it works and I don't have a controller.
PC player. *shrugs* Oh well..
Is anyone from ZOS going to answer this?
Oh was it accessibility? That is something completely different in my understanding (eg it’s for vision impaired) so I said NO to that. If they means gamepad they should say gamepad.

There have been multiple attempts from ZOS to make players aware of the accessibility features coming.
They even made sure the ingame prompts are easy to read and understand.
If you don't want to read them, that's on you.
But they need to be some of the first options available for people with disabilities. Without being able to enable that immediately, they could have difficulty navigating to the menu to enable the mode in the first place.
If people not reading the multiple ingame prompts are being slightly inconvenienced so that disabled gamers have better accessibility to ESO, I'm pretty okay with that trade off.

I wonder what the percentage of the player base actually read 'Patch notes, official news about the updates, PTS notes, etc'. Not as many as you think IMO. What are ' ingame prompts', I admit that is something that I have never noticed. Like others the option on the loading screen was not clear at all to me. I presumed that it referred to added features. My brother also fell into the same trap and didn't know what was happening. Via TeamSpeak I had to direct him back into PC mode. Something that I wouldn't have been aware of if I hadn't fallen into the same trap myself. BTW we are both of advanced years.

Don’t worry. There were many who didn’t understand. It wasn’t clear, whatever that guy says. Lol.
I don't have a gamepad, I don't want a gamepad, I will never use this option, and I have to select "No" every single time I log into the game.
I also have to accept the EULA every time, as well.
I have no idea why neither are sticking.

I really don't get the fixation on being a PC player. I've played PC NA ESO since it's beta in 2014.
I've used gamepad for as long as you've been able.
Having a controller isn't the point of the accessibility mode anyway, but nobody takes the time to read patch notes.
It changes the UI to function entirely off of the keyboard and mouse (ie switching menus etc) so that disabled gamers can play the game with input devices more comfortable to them.
