Quick question about the upcoming Mora’s Whispers?

Sorry, but patch notes are not very clear for me:

Mora’s Whispers grants increased Inspiration, AvA, and kill XP based off how many books of Shalidor's Library have been collected.
Is this account based now? Or still character based?

i don't have enough fast disk space to install PTS, this is why i wonder.
As achievements are now account based i can expect both ways, and patch notes are not much clear about that.

It is character based since those lore books are not account wide.

they better make mystic vendor lore books readable to unlock it on new characters screw reading them all more than twice
