Cannot resume from rest mode - "Unable to connect"

When trying to resume the game from rest mode, I get the standard connecting animation, but it shortly throws "Unable to connect to PlayStation™ Network". And I have to go through all the menus and log in again.

I'm connected by cable, so it's not wifi delay, and it shows the "Synchronising cloud saves" window before resuming, so I'm clearly already logged in to PSN when this happens.
