Can't figure out how to get to the public dungeon called Obsidian Scar. Seems to be nothing but mountains all around the south. How do you get there?

Hoghorn✭✭✭ride north from hoarfrost downs wayshrine towards the map icon, just outside the entrance is a bitterhand bandit camp; at the end of the camp is a worked stone wall with an arch, go through that to reach the public dungeon entrance0 -
