I saw this on the PTS on a quest, and reported it with /bug in game as well as I could without being able to reproduce the strange characters. But the same error was also spotted in Shipwright's Regret, also:
So perhaps there is something going on that could be checked more carefully, or an issue that could be solved so this sort of thing could be prevented.
It appears to involve conversion between different text coding systems, if that helps. Here's an article about it: Why do I get odd characters in my documents? Hope that helps.
