Can vampires not feed on enemies? (2022)

I have the option to feed on bystanders, something I strictly won't choose to do because my character is a good guy, but I can't feed on opponents even when completely in stealth. Is this intentional? If so, why?
I've seen videos where others fed on enemies and I assume it's outdated. Why would this get changed to innocents only? Especially considering we have our lovely Ravenwatch friends, it seems it should make total sense to not wanna kill friendly people. Just feed on the people who attack you, something you can do as a werewolf mind you.

Unless, am I just doing something wrong?

I'd tried that, tried a similar range I could get to work for citizens. Does it need to be absolutely flat terrain?

It used to be very easy and smooth to feed on enemies back in the day. They have added some fancy action move now that seem to have messed things up. You need to jiggle and wiggle back and forth left and right to find the spot so you can feed. Some human enemies seem to be immune to it altogether though in my experience.

from what ive noticed, yes the terrain has to be pretty flat, you can be altered elevation slightly, but very little

you can test that on the soul sworn thrall dummy that you can feed/blade of woe in your house

Any human enemy who has those gray or golden notches on their healthbar can not be fed on.

You can clear out delves populated with human(oid) adversaries with vampire feed. A fun diversion now and then.

You just need to be very stealthy - and patient - to get the prompt.

there is a range where blade of woe changes to the vamp feed

blade of woe is like everything less than 6 meters and vamp feed is like 6-12 meters or something around that

vampires woes addon is still useful if you want to just disable one, the other, or both

My vampire Templar has regularly munched on the Dremora in Imperial City, it’s possible.

Y'all I'm good now, the question has been answered several times haha. It was mainly the wonky proc in general, along with me having originally been on uneven terrain. Now that I'm keeping a particular distance in mind and not on any incline, it's working to my relief. Thanks for all the insight
