Red Petal Bastion - 2nd Boss Shockwave question.

The shockwave <He turns and kicks 8 AoE's out similar to when the fight starts> on the 2nd boss has killed many trifecta attempts but it seems random and inconsistent. Tried looking online <Alcast/ESO-U/Xynode> guides for a detail on what causes him to turn kick the DPS, but couldn't find it.
Thought it might be a range thing if someone is too far out, but we ran around the room with healer on opposite side and he never seemed to kick after that. Does anyone know what causes that mechanic because the dodge/block timing is extremely narrow to prevent a potential one shot for our group.
