Cuz I just bought the high rise collectors edition that included the past 5 expansions but I already owned blackwood. I mean i'm expecting a flat "no you don't." and accept that i bought an expansion twice but still...

No you don't. This also goes for DLC bundles in the crown store. I know other games reduce the bundle costs if you already own parts of the bundle, but ESO isn't like that.
Also do note that if you bought the HIGH ISLE™ COLLECTOR’S EDITION UPGRADE as opposed to the COLLECTION: HIGH ISLE™ COLLECTOR'S EDITION you do not even get the previous expansions. That's a 30€ difference that doesn't get you anything else if you already own the base game and all expansions' collectors editions.
So in that sense, yes you paid for Blackwood twice but if that's the only expansion you didn't own, that's still a pretty good deal and you got the collectors editions for them too I think.

sadly, no, you don't, I've purchased several things more than once due to them being included bundles.....other companies do it, just not ZoS

When you see the price in crowns for the prev chapters as DLC(about 35$ worth each),and see the price of the full game(60$) with prev chapter DLCS,it's like buy 1,get others for 5$ each.Even if you have one or 2,it's best buying full version if you need 2 or more with new chapter.

You get all the previous chapters at a discount. That's what you get.

    Seems enough. /shrug

(I'd previously pre-ordered the Summerset upgrade, which at the time got me "free" Morrowind. This past fall, I bought the Blackwood Collection for ~$34 on sale. It got me Blackwood, Greymoor, and Elsweyr for that price. As opposed to $40+40+40 if I'd bought them at release. I was happy with that major discount, so the thought of saying "hmm, do I get a price cut because I already have Summerset & Morrowind" didn't occur to me at all.)

As others have said, no, you don't. I've purchased digital collector's editions of DLCs I already owned from having bought the 4-DLC "Guilds & Glory" bundle, just to get the collectibles and other extras which came with those editions, even though I had the DLCs themselves. If you want to do something like this-- that is, buy an edition that contains some content you've already got-- the best thing to do is buy it while it's on sale (which is what I did when buying the digital collector's editions), add up the normal cost of everything you'll be getting beyond what you've already got, and don't buy it if the price you'll be paying isn't a bargain compared to what you'd be paying if you got everything separately at the normal prices. That includes any extras such as mounts, non-combat pets, outfits, XP scrolls, and so forth, some of which can't be purchased separately.
I've fought mudcrabs more fearsome than me!
