Dragons are not "people". They don't even have human form in the areas we hunt them.
Yes they are. They are sentients with equal/greater human/Elf intelligence. Their culture has shaped the world. They possess their own distinct language, art, architecture, religion, magic and more markers of a civilization more advanced than others at their apex. Many of these details existed in lore long before they were fleshed out in Skyrim.
The dragons in Northern Elsweyr are like some other world events or world bosses - those who are difficult to reach on the map cannot always be eliminated as a solo player beyond DLC events. I've had (actually still have...) the quest to kill Keelsplitter on Summerset for a long time - but no matter what time I get there, nobody's there and I can't complete the quest. I think there should be small "events" that rotate weekly in the zones so that players populate them regularly and not just when a huge DLC event is coming up.
