People will look at the lower tooltip vs. Northern Storm but what they're forgetting is the auto-proc of Chilled (which also procs Minor Maim) on every tick of damage. And Permafrost ticks + Chilled = Northern Storm ticks. And it lasts for 50% longer. Oh, and let's not forget the GIANT 70% SNARE.
It will give you easy Minor Brittle (because if you're MagDen and not using an Ice Staff you're doing something very wrong), which lets you do something else with your weapon trait than boring old Charged.

My point is that if you look at the Permafrost and Veil of Blades, you'll notice the two abilities have some pretty heavy overlap.
The big differences between the two is Veil of Blades has a synergy and Permafrost has a larger radius and moves with the user.
That would suggest that Veil of Blades issue might be that it's a bit too unwieldy for the amount of power that it holds. Increasing the size of the radius slightly while also perhaps increasing the damage/power of the synergy might be enough to address it without making the abilities just total copies of one another.

But doesn’t Frost Reach proc chilled status effect already? So that aspect of Permafrost is redundant on a Magden running Ice Staff/Frost Reach spammable?
In which case the higher damage ticks + 300 sd from Northern Storm are stronger for PvP?
