How exactly does ESO define "unique"?

Example: if I have <Treasure Map II> in my inventory already, I can't pick up another <Treasure Map II> if I happen to find another because they're "unique" (even though I'm clearly presented with more than one).

i think its just a flag on the item, it usually mentions this in the upper right or left corner (dont remember exactly)

there are other unique items besides treasure maps (such as the shield you get from the dungeon quest in ICP)

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

feel free to stop by and use the facilities

Unique just means that you can only hold one in your inventory or bank, not that only one can drop.

While that may be true for treasure maps and other items, it isn't true for all unique items. Unique weapons (named rare drops from certain bosses) can be obtained multiple times and carried in the same inventory. Equipping more than one however, for the purpose of dualwielding for example, doesn't work because the items are "unique".
This Bosmer was tortured to death. There is nothing left to be done.

I just want to know why this conundrum even exists?

The latter is "unique-equipped" as opposed to just "unique."

Good question, its also bugged like the Midyear mayhem scroll is unique but if you do the intro quest you get an second even if you have one in inventory. I say its pretty stupid for treasure maps and only makes sense for quest related items like disguises.
Quest reward items has unique names, unique wearable is only relevant for one hand weapons and rings but here you can recreate who breaks this but gives an generic item.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
