Is the Reaver Citadel meant to be somewhere specific?

The architecture is Colovian and the doors have a wolf on them like Kvatch. The city appears to have had a Fighter's Guild, Mage's Guild and a Temple. I was wondering if anyone knew if this was actually meant to be somewhere real or just a random city using assets that were already made.
