The Blacklands: Excavation Rewards giving Empty Boxes

I have done over 40 excavations in The Blacklands and while this is probably still a low number statistically there is a noticeable trend of Empty reward boxes where you find 3 items but only receive 2 rewards.
In the past I was not really bothered by this but now as Master Writs appear in Ancient Daedric and need the Pristine Daedra Heart and this is a hard item to get I was thinking maybe the empty boxes could maybe contain this style stone.
As far as I am aware this empty box condition does not happen on any other zone or at least I have not noticed it.
Please ZOS will you have a look at this and help out us Master Writ crafters.

Edit: Note: Where there is 2 boxes and gold then 1 of those boxes can be empty too.
