I think that is a bit of an exaggeration... of course depends on your server I guess. I had two nights where it took a long time to post items, other than that things were fine. One was even trader bid night for me which made it even more frustrating, but the bids worked and I got over it quickly lol. Since trading is my life in this game I think I would have noticed if it went on longer than that

Practically that means you could stack into max stamina and spell damage for example. With some classes, that works really well for raw DPS, like Necro (my necro stacks max stamina but runs spell pots and stacks spell damage). For most classes, it just gives some more options on DOTs, heals, etc. Mag DPS? Run Vigor if you need a heal or Caltrops if you need another AOE. It will scale with your highest stats. Can also be useful in managing your sustain.
