So I been reading up a bit on things I have missed, and I am under the impression that pretty much all skills now scale off your highest stat. Right?

So there is a character idea I have always been intrigued by, but I knew it made no sense gameplay-wise.

A Mage/Healer who is also a Werewolf. The Werewolf part is mainly for fun and flavor solo-ing stuff. I’d stick to Magic for anything serious.

With the new hybridization, This is now feasible, yes?

    The important thing to remember is that although damage scales off your highest offensive stat, abilities won’t always consume that highest stat. So, a character with everything in magicka will deal great damage with bow (or in your case, werewolf) abilities, but probably lack the stamina pool and recovery to keep using them.

    As long as you keep that in mind and are able to work around that limitation (usually with a set like Wretched Vitality), I think you’ll be fine :)

    Why not all of it at the same time?

    Draugr's Rest + Spellpower Cure + Magma Incarnate

    Hircine's Bounty is a single target heal to proc Magma, Heavy Attacks proc Draugr's Rest, SPC is active thanks to Draugr's and all sets give you recovery and max stats to work with even if you're a full stamina specced wolf.

    If there is an idea that intrigues you then dooo eeeet!
    Seriously, if it sounds fun and its something you want to try out then go for it. ESO has TONS of flexibility for experimenting.
    And even if you find things about it that you really don't like, you can respec and modify to your liking.
    You'll also learn a ton along the way too.

    I don't chase meta, I do what sounds fun and then work within that.I main a Breton Stamden who's fairly tanky and also a WW and of 9 characters she's my fav.
    Only thing I'd say be mindful of is if you do want to become a WW, you may want to invest a little into stam. Maybe health too but WWs have vgood sustain\heals.
    The majority of your points you may want to put in magicka as a sorc, but save a bit for stam and health.

    Like I said tho as you play you can respec to your liking so there is no fear you'll be locked into any one configuration.

    Above all make the character you think will be fun and see where they take you.
    Sounds weird, but over time they will let you know who they want to be ;)

    Certain skills and set bonuses do scale,not all,and it depends on type of stat sometimes.Just gotta read through em all and see which is more viable to you.You can play however you want,just not all builds will be great for all situations.I had a similar build to what OP wanted,and used it in pve,but not as good in higher end content,so changed it up,cause WW is more tanky DPS using more stam/health and not as good on a magic/healer since you need more magic to heal.Just try it out and see,can't hurt.
