“Free To Play” Question

Am I correct in thinking this is how a Free to Play event works?:

You make a new account through the free to play advertisement, and you get access to the base game. But once the free to play event is over, you can no longer log into that account unless you at least purchase the base game?

Or is ZOS giving new accounts permanent access to the base game if signed up during a Free to Play event?

This one. They also usually have the game in sale, to encourage purchases.
