Does Rally Proc Weapon Enchant

I was wondering when they say weapon abilities have 100% chance to proc enchants if that applies to rally so if you put a weapon damage enchant on your back bar with rally, if you could proc said enchant by simply using rally on yourself?

✭✭Enchants only proc off of damaging something. Buffs and heals don't proc them.1
