Black Text in chat window - how to fix this?

Many incoming NPC text is black color, especially Yells.
This was like this from character creation just I am looking for a way to fix it now.
This character is level 50 in all crafting and a lot of horse training is done so I will not be deleting it.
Deleted shadercache.cooked
used the chat colors default button a few times
This had no effect.
Anyone have any ideas before I raise a ticket?
