Psijic map quest item bug

The quest item list is empty when you get the quest from the npc, the psijic map (which you have to use to locate the time rifts) only will show up there after you log out and log back into the character.
My guess it's most likely because of the account wide achievement as I have done the psijic quest line on other characters...
Edot: note that the quest item list is entirely empty, not even the augur showing up there until relogin.
