Yet another question about guild tabards

i understand that you need 10 guild members before you can create a tabard. i understand once it is created if you fall below the ten member thing, you will not lose the tabard, but you will not be able to change it anymore.(until you hit 10 again)
My questions:
If you fall below the 10 guild member requirement to make the tabard, will you lose the ability to display your guild name?
Say you end up with 4 members after having had 10, and made a tabard, and displayed your name. Then you recruit some more people.
Can those new people (Still under the 10 requirement) buy a tabard?
Can those new people (Still under 10 requirement) display the guild name?
