Why some NPC's don't have Shoulders visible but we have to?

Two consistent themes over the years in terms of outfit appearance is a desire for more control when it comes to displaying shoulders and also to the display/presence of hip/crotch/butt flaps.

    My recommendation remains twofold:
    1. Allow the option to hide any/all pieces just like we can hide helms now.
    2. Change belts' primary purpose from showing a buckle to the place where any/all waist mounted items go. This would eliminate flappers, books, potion cases, etc from chests and attach them to the belt slot. All chests would be free of things hanging from the waist and the primary purpose of choosing a belt would be to determine the presence of any flappers, etc that hang from the waist.
PC NA(no Steam), PvE, mostly solo

    this will solve many problems:

    1. Allow the option to hide any/all pieces just like we can hide helms now.

I'll never understand the devs obsession with gigantic crotch flaps... It's not cute or comical or interesting. I truly doubt it is about some Victorian idea of protecting young eyes lol. Heck, in FF14 they sell bikini outfits and lots of scantily clad options, a game with more younger players and players in culturally modest regions.
Longtimer since beta, the usual. 26 CP toons. ~1700cp on main account, 1000cp on 2nd account. Endgame-ish lol. Most Vets / some HM's cleared.

Flaps... UGH. One of my top 10 most disliked things in ESO tbh.
And if their purpose really is to be some kind of "modesty firewall" for less-than-adult eyes I find that ridiculous.
    - I can rob entire homes\buildings.
    - I can turn little harmless critters to ashes.
    - Eradicate entire tribes\clans\factions just bcuz the other side paying me 437 gold says they're "really bad dudes"
    - Heck I can sneak up behind someone and repeatedly ram a foot-long dagger into their chest with enough force to stab MYSELF in the chest too.

But for goodness sake do NOT let any outfit show even an inkling of ppls private bits, giant flaps for all!

As far as that goes some motifs\styles may as well just be a wooden keg we wear that covers us from knees to neck >.<

(Side thought: Why don't we have a barrel outfit?)

Dont forget being able to hide knee pads too!!! Actually, the ability to hide knee pads already exists in game since there are both legs and belts that will actually do this which seems to me that it hints that this is theoretically possible. If you can "hide" the knee pads by equipping a specific belt.....then clearly the knee pad is a separate component of boots. I havent had a pair of boots that I have looked at yet that doesn't do this with the Fanged Work medium (or heavy) belt....even though sometimes that which is considered a "knee pad" is interesting. On those boots that dont have a knee paid...it frequently removes a bit of trim...or the metal pieces at the top of the boot...like the small metal plate at the top of the new Silver Rose or Blackreach motifs on the medium.light armor.

I mean if that exists today ........ it would seem weird if crotch/hip things arent also similarly customizable.

they would almost need to make a new slot just for flaps in order for us to take them off, then go back and rework every new flapped style to add in that slot. Before they do that I wish they would just make a special tabard slot (so we could wear tabards without it covering our outfit), or a special slot for the ring of mara (so we can have a reason to be married and also still run a full gear set).
