Enchants not procing sets now?

So i read somewhere in a forum post that enchantments no longer proc things like EC (Elemental Catalyst) but i can't find a source in patch notes. Was this a ninja change or am i just blind. dumb change btw, now my warden healer can no longer proc shock weakness. Can someone show me source? Or is this a bug?

If it wasn't in the patch notes, I'd assume it's a bug and report it. It will get fixed based on priority order sometime in 2056 after "stuck in combat" and just before "wonky mount animations"

It's in the patch notes, unobtrusively as "Fixed an issue where enchantments were not classified as procs"

Na i just had a discussion with Nefas about it and its apparently intended. I'm obviously just blind and can't find a source. It has something to do with procs not procing proc sets. Enchants fall under the proc category which sucks because things like a warden debuff healer will no longer get min/max from that set.
