From what I've seen people say after testing it on the PTS, no. If your aim is to start fresh, your best bet is to buy another account, or start playing on the other server of your platform.

Before the update you could have wit the exeption of the colle tion menu
But now you either need a new account or start playing on the other region server as others have said

Buy a new account, send all your gold and crafting bag inventory to that new account.

If you’ve logged in with them since U33 went live, no. The achievements are there to stay. As others said, you’ll have to play on the other server or get a new account. Which of course means buying crown cosmetics all over.

If you haven’t logged in yet, you could delete your existing characters (or just not log in on them ever) and create a fresh character to play only.

so... every time i create a new char now, he will have Most of story complete? Like delves, bosses, quests etc...?

NO... these are only 'achievements' not completed quests. You kill a world boss, you gain an achievement... and that achievement is now account bound. However, quests are individual and still need to be completed.

Will not solve the problem. Unless i play with onply one char! If i buy other acc and complete all morrowind for exmple... I cant create one alt, because morrowind will be 90% complete. lol!

And i dont understand, why ZoS let game stay like this but can't make rollback ro remove this achivments pointess game break!

I have only 5 alts and the game is Broken in all of them! lols! The game it's 100% unplayble at this point and we need to wait for next update!? And that will be.... when!?
ZoS have no respect AT ALL for players. Im serius! I know, there's alot of Bugs in the game... I know Developers are working hard to fixthem (..... maybe). But... what about us?! Players like me, who have buy Plus and now.... game is 100% broken.
Where is the respect for us?

But, you'll go to Orsinium, and it'll be completely rebuilt... and the NPCs will give you quests asking you to help them rebuild Orsinium
