Gamepad Controls Menu Not Showing Up

Gamepad Mode
Added a Controls menu to the Gamepad UI settings where you can rebind various settings with a controller.

This menu has not appeared on Stadia.

This wouldn't be such an issue if you could do controller rebinding at all on Stadia. If you attempt to bind to a controller key, you just get kicked out of the settings menu completely.
