Collector's Edition isn't the Collector's Edition?

Purchased the Collector's Edition of Tides, and logged in to find that there was a Collector's Bundle. The Collector's Bundle includes the wolf mount, the Collector's Edition does not. Is this intentional?

Will not be getting the one, as that is just too much, but wanted to know.

Don't confuse the chapter's collector's edition that launches this June with the dlc's collector's bundle that launches today.
