New characters still have to do quests they just have to do them without an in-game tracking option per character like those other games have.Well, I'm sorry for my shameful ignorance but so far I didn't see any progress or advantage for my characters regarding this "Account Wide Achievements".
All my toons still have the same quests to make,same achievements to get, and seems to be in the same situation as before. One of my less used toons received, for instance, the "Hero of Clockwork City" achievement, but I didn't went to Clockwork with this particular toon yet and all quests related to this achievement still show up as not finished!
Did I completely misunderstand this new feature?

The update doesn't remove or auto-complete any of the content in the game, it's all still available for each of your characters (except things they've completed of course). It's just the achievements which are shared.

I admit have some hope that main quests were account wide too. Not that I don't like them, by the contrary. The truth is I'm afraid to repeat the Main Quest missions and other important quests all over again for each character I create and finally get bored of ESO.
I wish all regions main quests could be account wide, and all side quest not. This way ESO questing will be less repetitive and boring and more engaging imho.
But that ship has sailed already. It's ok then. Let's move on.

Good news there, you can choose to do only side quests on alts, and ignore main quests. Nice thing about the flexibility for each person to choose how to spend their time.
Unfortunately, the sharing across characters is not limited to achievements. Maybe the biggest issue is with delves: if you have already done them with even only one toon, every and all toon of yours (as well as the older ones that never went into those delves) are "graced" by having killed the relative boss. This means that when you reach the final boss with your new toon, you find the spot empty (well, most of the times) and you have to wait a VERY long time for the boss to respawn.
