Adding intelligent loot to Undaunted chests?

With the recent patches the intelligent loot system made its way into ESO making it impossible to get double items from a set unless you have everything collected already. However for whatever reason the Undaunted Chests were excluded from that system for Monster Shoulders. Monster Helmets are affected though.

I think there are two possible suggestions how to approach the situation:
1.) Make a new chest that is a copy of the generic chest without further specialization but make it drop a guaranteed uncollected shoulder. It should costs 5 like the specialized ones.
2.) Make the specialized ones drop guaranteed uncollected shoulders.

I know some people wasted a ton of keys for the shoulder and that those might feel bad if others get a benefit now, but that is also helping you in the future when new dungeons come in. I have wasted like 100 keys until i had Light Kjalnar Shoulders and Heavy Encratis and would've loved that feature earlier.

i usually just wait for them to show up on the gold vendor, but there are some monster set that very rarely to never show up there (even the shoulders) which make it unreliable, but better than wasting keys

ive always felt that they should allow the monster SHOULDER to drop from normal dungeon, but keep the helm drop on vet

a shoulder wont do you any good without the helm, and you could still use undaunted keys for shoulders (like when a new set comes out buy like 5-10 of the boxes and reduce the amount you need to collect)

undaunted keys need to be reworked anyway, there is virtually no reason to spend them once you have all the monster sets collected (outside of the outfit pages that show up for monster arms pack or undaunted event)
