No.
You want Emp work for it like everyone else does. The only concession I'd ever consider is that once a player has been Emp any further AP that character earns is frozen as regards the leaderboard.

To be fair...
By work at it, do you mean boosting from 3 to 8 am or playing 18 hours a day to EMP squat the campaign? Because that's how you get it right now and has no bearing on skill.

Basically you don't have a life outside of ESO to get emp or you cheat by boosting with your buddies. Both IMO doesn't work for the average player. When I did spend most of my free time only on ESO PVP I got maybe in the top 50 once. That is roughly 4+ hours a day playing during the weekdays and 8+ during the weekend.
Most players who do spend quite a bit of their free time in PVP won't get emp unless they work with their guild in a low population campaign and even those areas are now slowly picking up other players.

It's elitist. I have it. Did it the hard way. Never again. It shouldn't be locked behind going into a cave for a week or boosting outside your home keep with the other color.

It barely holds any meaning anymore, most people just boost their way to getting it then lock everyone else from having a fair chance.
For the longevity of the PvP scene it would be healthier to prevent reoccurring emps, there are few things to aim for. And when people learn the amount of effort necessary, and even then someone can just cheat, then most won't even bother trying.
I know we as the PvP scene are very adamant about not rewarding things without earning them, but we also need to have realistic options for people to WANT to engage in PvP in the first place.

Instead of the current leaderboard for an emperor it should just be a leaderboard for total AP earned for the end of campaign awards. There should also be a emperor board. Emperor board would be based on number of emperor keeps captures, number of outpost captured near emperor keeps and emperor keep resources captured, etc... The more you help your alliance capture keeps, resources and outpost that helps get an alliance gain the emperor buff the more points you gain towards the emperor leaderboard. The emperor points cannot gain any bonus and are flat stats given. This will ensure if a player is an emperor they can't cheat by boosting to get the emperor buffs/title.
The second change is once a player earns emperor title during a campaign if dethrone that player would be removed from the emperor board for the campaign.
The third change is that emperor is not by toon but by account. This would give players who play alts a chance to become emperor.
These three changes would ensure more players are able to gain the emperor title and buffs and it would ensure th AP boosters are less likely to be an emperor and if they do get and are dethrone another player can now move up and become emperor.
