I think what happens is the encounter begins with a person unable to be reached/pathed to by the boss you pull, therefore causing it to blink/reset. The person targetted is still the faraway person and so it might blink until they reach a destination which the encounters finds acceptable.

Mobs flashing in and out of existence is a server lag issue on ZOS's end, been happening in Cyrodiil forever. Just one more performance issue creeping it's way into PVE due to a complete lack of upgrades on the games infrastructure for 8 years straight.
