Emp Buff Doesn't Work

So I got emperor in Blackreach on xbox NA and have none of the emperor buffs. I tried resting my console, switching to a different camp, switching to IC, switching characters, and logging in and out. Nothing worked. This seems extra bogus considering it happened during a PvP event and I can even do anything about it. This seems to be happening to multiple people and the only fix I could find is losing emp and getting it back. Unfortunately if you crash or have something else happen you'll just lose it again.
