Streaming makes more sense. They seem to have moved almost everything server side anyway at this point judging by the noticeable extra lagging of every skill and action when playing NA v EU.

ESO on PC is at it's heart nothing more than a glorified drawing and UI program. All the important stuff is backend (except lock picking seems to be local). At that point there isn't any reason for a mobile version of the MMO game to be anything different to Stadia.
In fact it's pretty much impossible to do a game of that scale on a phone any other way because the rendering, voice and texture data set is enormous and phone storage does not scale into the hundreds of gigabytes. That's not bloat - that's the necessary content if you want to have a lot of very different looking things not a million repetetive ones.
Ya I am aware of stadia and xcloud streaming. But I'm talking about something a little different. Think ESO Battle Grounds but in the play style of League Of Legends or , a tower defense game like Clash of Clans
But with that said , I still would like Moba elder scrolls game in the style of LoL , or a tower defense type game . For instance , timers. Timers shouldn't be super long if it's for non paying players , but just enough to entice
So none of the games you list here are comparable to ESO, nor are their developers comparable to ZoS.Look at Minecraft. Immensely popular to this very day, but still makes tons of profit. I never hear of any Minecraft players screaming about micro transactions or pay walls. Fortnite is another lucrative game , that puts everything upfront. Want a cool skin. Jus buy it.
Anyways, I think the best game to learn from is Paths Of Exile and Warframe. But if you think I'm wrong, definitely debate me on this.

So do you play current ESO PvP? Because I think most of its players would argue that if they can't even get PvP to work for players with dedicated systems on wired connections, then there wouldn't be much hope for a competitive environment on mobile. That's for the MOBA half. A tower defense game I feel would go the same route as Legends did; Elder Scrolls is a franchise about exploration and real-time combat, so a tower defense would probably fall too far out of those expectations to really thrive.

-Minecraft has a long history as one of the most loved games ever. One of the reasons it's lasted so long is that it's content updates remain free to this day. The game has evolved and the company has never asked for more money for it, in stark contrast to ZoS selling a single content update split into four full-priced DLC each year.
-Fortnite was one of the most popular games ever, a title ESO hasn't even come close to reaching. The fact that it's free to play is a big part of its success. However, its business model of constant new cosmetics has been criticized heavily for forcing an indefinite crunch period and causing burnout amongst the developers.
-Warframe has one of the most player-friendly business models. The game is free, the updates are free. Even the premium currency can be traded (Legit, unlike ESO) among players so those who are willing to grind can get literally everything in the game for free just by playing. Contrast to ESO where again, even major features are locked behind DLC paywalls and still 90% of the cosmetics are locked behind lootboxes. Not even close in terms of developer goodwill.
-I've barely played PoE so I can't comment too much here, but again, the game is one of the most popular in its genre and is free-to-play.
My point is, ZoS and Bethesda as a whole have proven they don't have the intent of making the best game for their players anymore, and are exclusively interested in making as much money as possible. So I can't see how a mobile game would be worthwhile when they can't even invest the effort into their massive multi-platform MMO.
