Cyrodiil Underdog (Low-Pop) Bonus is misbehaving

The low-pop bonus is getting applied to factions that are pop-locked for hours (12+) and sometimes even when winning the campaign. This was happening constantly in the last campaign on PCNA GH and actually caused the last place faction to jump to first and win the campaign in the final hours of the campaign. There are threads about this in general and the Alliance War forums, but am hoping it gets noticed here.
