Low pop bonus mechanic mismanagement disgusts me

I play AD in Greyhost mostly and I am totally disgusted by how the game manages the low pop bonus. Today, last day of the campaign, AD is poplocked with a queue of 30-50 players for at least 6 hours straight and we were randomly getting low pop bonus on and off all afternoon/evening (never during the scoring eval though). How is this possible? If ZOS can't manage this extremely simple mechanic properly, how can we have faith in anything else it does or promises.
