Could this build work for PvE/PvP?

I am fairly new to ESO and attempted to create a build that could work for a barbarian type play style on a warden. I wanted to be able to do Solo PvE and PvP/Cyro. Any advice would be great.

In general for PvE you can build very effective barbarian style solo builds around the cleave two handed skill and lots of stamina recovery and some self healing. Most PvE content (except some DLC dungeon content and trials) is also actually not that hard once you get the hang of the game and in fact with practice you can do delves and the like in underpants with fists.

PvP is a different kettle of fish. You'll need a chunk in health (especially if you don't have champion points) and a lot more armour to survive unless you want to stick to the sneaky sneaky leaps out on the unsuspecting and chops them into bits trope.
