Unable to pick up the same Treasure Map stored in bank

Map in question: Arkthzand Cavern Treasure Map
Have an old one stored in bank, while killing mobs in public dungeon, got another new one, but was not able to pick it up, said: unique and already have one, etc.
I understand this can happen if the same map was in the toon's inventory, but in this case, the same map was in the bank, there is no treasure map at all in toon's inventory.
Have tried 1) withdrew the old map from bank, can't pick up the new one as expected, then 2) deposit the old one back to bank, still can't pick the new one.
I am certain this works before, definitely on other maps, so is this map specific? Or new behavior? Or bug?

✭✭✭✭In this case gamepad mode restricts you from doing something you can freely do in keyboard mode. On PC you can literally swap modes and pick up the map.
One of the many baseless differences between modes, along the lines of not being able to see the contents of a guild bank for which you do not have withdrawal permissions (only applies in gamepad mode) or how faction population in Cyrodiil can be 1/3 in gamepad mode and 2/3 in keyboard mode at the exact same moment.
These and other issues have been reported for years now with no acknowledgment or fix.0
