Keys changed to an account wide currency a while ago, so they are accumulated across all characters. I'm only missing 4 shoulders (mostly sets and/or weights I don't think are useful to me) so I'm getting close, even though I don't run pledges that often currently.

should be at least be able to buy exactly the shoulder you want for say 10-20 keys

I think it should only be an achievement if it kept track of all your keys separately to your current currency, similar to the fence achievements. 1000 keys is surely a feat worthy of note, but don't want bad rng when spending keys to feel even worse or to punish people for spending them. It shouldn't be too hard to track if they can track our fencing.

But still that is impressive, great job!

And HERE it would make sense to make it account-wide, becuase keys are earned this way.
